Governor Cuomo has declared a statewide state of emergency because of the winter storm.
Some parts of the state have had upwards of a foot of snow. The governor says 1700 plows, and more than 300 loaders, have been deployed statewide.
He says regulations are being eased to speed delivery of road salt to areas where there are shortages -- primarily around New York City and Long Island.
Cuomo said Wednesday the state has exceeded its snow removal budget for the season, but says the overrun is manageable.
